OPPOSE A6847 - FORCED VACCINE TRACKING OF ALL ADULTS IN NEW YORK

Dear New York NVIC Advocacy Team Members,
You action is needed to stop a bill that would force adults into the vaccine tracking system by removing current law that requires consent before adult vaccinations can be put into the vaccine tracking system.
 A6847 is scheduled for a hearing the Assembly Health Committee on Tuesday, April 30th at 1:00 PM in Room 823 LOB. https://nyassembly.gov/leg/?sh=agen2&agenda=2019-04-26-12.56.57.370294&ano=13&com=Health 
This bill would require health care providers who administer any vaccines to a person 19 years of age or older to report all adult immunizations to the New York State Department of Health, or for health care providers located in New York City, to the New York City Department of Health.
Current law, 2168.3.(b),  makes reporting of adults vaccinations voluntary and only after consent is obtained from the person receiving the vaccine.  This bill changes "may" report to "shall" , making reporting of adults mandatory and eliminating the current consent requirement. No adult in the state of New York can escape intrusive government vaccine tracking if this bill passes. 
ACTION NEEDED:
  1. Contact Members of the Assembly Health Committee and ask them to STRONGLY OPPOSE A6847. (list below)
  2. Contact your New York State Assembly Member and State Senator and ask them to oppose A6847.  If you do not know who your New York State Legislators are, login to the NVIC Advocacy Portal at http://NVICAdvocacy.org.  Click on “Check What is Happening in Your State” on the home page or “My State” on the STATE TEAMS Tab.  Your personal state legislators are listed on the right side of the page. You can also find your legislators using these search engines - http://www.nysenate.gov/senators and http://assembly.state.ny.us/mem/search/

TALKING POINTS:
§  VOTE NO on A6847.
§  A6847 forces all adults in New York into vaccine surveillance and enforcement systems by removing the current requirement in law for consent for inclusion. 
§  Immunization information systems and vaccine tracking systems are being used for interventions including home visits, reminder and recall systems, community based interventions, and standing orders.  
§  Vaccine tracking systems and other public health databases can be and have been used to harass and coerce people.
§  Data breaches happen frequently.
§  HIPAA provides no privacy protection. The only way to protect privacy in a vaccine registry/information system/tracking system is to require prior written consent so those who do not want to participate can prevent their personal information from being put into the database.  “Confidentiality” is not the same as protecting privacy.  Once information is put into the registry, because of permissions for unconsented disclosure for public health purposes authorized by HIPAA, this information could be used to identify and target individuals who are not vaccinated by choice for interventions and harassment. This information could also be used to discriminate against these families down the road or shared with other databases.
§  Adults are fully capable of keeping their own vaccine records.  This bill is unnecessary and government overreach.
