ARRESTS AND SEIZURES OF PERSONS OR PROPERTY — SPECIAL OFFICERS
18-705. Resisting and obstructing officers. Every person who willfully resists, delays or obstructs any public officer, in the discharge, or attempt to discharge, of any duty of his office or who knowingly gives a false report to any peace officer, when no other punishment is prescribed, is punishable by a fine not exceeding one thousand dollars ($1,000), and imprisonment in the county jail not exceeding one (1) year.

3-1-14:APPOINTMENT OF SPECIAL POLICE OFFICERS: The Mayor may appoint special police officers to serve during a limited period and they shall conform to all of the rules and regulations as regular police officers, except that they need not be in uniform. Upon such appointment and their subscription to the official oath, such special officers shall have all authority to act as peace officers, under the provisions of this Chapter, provided, however, in no event shall such appointment be for a period greater than one (1) year.(Ord. 3041, 10-12-15) Idaho Falls Idaho

Observable Commentary:
The above statue does not give the governor of Idaho the authority, or the jurisdiction, to summarily restrict travel or movement as was alluded to by the Sheriff. When the sheriff say's to the kid, "You know you're not supposed to be driving around, it's a command from the governor", notice he did provide a sight-able statute that specifically gives the governor the authority to issue such a command. (Note: commands are not laws, commands are arbitrary edicts that usually emanate from power tripping tyrants.) Then when the Sheriff say's to the kid, "you know you're supposed to stay at home unless you have an emergency", the kid then say's, "it's not a law", too which the sheriff says, "but it's a command from the governor", who then walks away and comes back with a copy of the form issued by the governor, stating that the above statute can be sited for failure to respond to a command from our governor. The inference being that the above enforcement statue is all the governor needs to issue a command, any command, and the law be damned.
If this is all the governor of Idaho is using as his authority to issue such a command, he is either taking orders from someone else, and has no idea what is actually going on, or really is that stupid to think that he could get away with issuing commands disguised as actual law.
