It was not delivered by White Knights on the ground, but rather by Galactic Federation personnel. The message is that they should "Stand-down" and "Stand-aside".

Now, I am addressing any of the BBB&Gs reading this message. This is your lost cause. We have intervened, and those of you receiving the messages have been given a very small time limit in which to make your decisions, as to whether or not you will cooperate. It matters not to myself whatsoever, whether you do or not. Know that you are going to be removed, if you do not do so. I mean business, as do the many members of Galactic Federation of Light. How much difference he could have made had he not been murdered. When your BBB&G's learned cloning, they put it to their best possible use. This clone actually died one day before stated.
