Governor of Chihuahua Jose Reyes Baeza Terrazas met with Colombian President Alvaro Uribe
Los Angeles, Alta California - September 11, 2009 - (ACN) On May 24, while on a high level meeting in Bogota, Colombia with President Alvaro Uribe, the governor of the Mexican state of Chihuahua, Jose Reyes Baeza Terrazas, said that he was "extremely impressed" with the methods that Colombia uses in dealing with crime and that he was "very motivated in replicating the same model in Chihuahua."
Colombia is a major producer of cocaine, much of which now passes through Chihuahua on its way to the US. The US government funds both the Colombian and Mexican governments for military operations designed to mitigate the flow of cocaine and other drugs across the US/Mexico border. The billions in US funds and the billions generated from cocaine trafficking has created immense corruption among Colombian and Mexican government officials and extreme violence among competing drug traffickers. The corruption, violence and associated crimes is taking a heavy toll on the regular citizens of both countries.
In Colombia, one unfortunate consequence of government corruption which leads to its inability to stop drug trafficking and associated crimes has been the emergence of right-wing death squads. One of the most vicious Colombian death squads was the "Autodefensas Unidas de Colombia" or AUC which at one time had more than 20,000 para-military vigilantes. According to the Colombian National Police, in the first ten months of 2000 the AUC conducted 804 assassinations, 203 kidnappings, and 75 massacres with 507 victims. The AUC was funded by Colombian political and social elites including US corporations doing business in the country like Chiquita Brands International Inc. out of Cincinnati, Ohio.

Now in Chihuahua we are seeing exactly the same thing. One death squad was formed in Cd. Juarez, a border city that has seen numerous massacres and killings of small time street drugs dealers and petty criminals. In January a paramilitary civilian death squad was formed called "Comando Ciudadano por Juárez" (CCJ). It released the 10 point manifesto that is published at the end of this report. The paramilitary organization is funded by wealthy Cd. Juarez businessmen, industrialists and social elites. The group announced its formation in January with a communique to the city's newspaper. The communique said, “Citizens tired with the level of impunity that exists in this city have formed the Juarez Citizens Command (CCJ) whose goal is to put an end to the criminal elements that have provoked terror among the citizens of the city." The communique said that the CCJ will "eliminate one criminal every 24 hours."
Certain human rights groups and journalists in Juarez believe that the massacre of 17 drug addicts at the Casa Aliviane drug rehabilitation center on September 2 was carried out by the CCJ. Drug addicts are blamed for thefts that enable them to buy drugs. The Chihuahua state government, however, has blamed drug cartels for the massacre. Governor Jose Reyes Baeza Terrazas was in Colombia leading a 32 member delegation of Chihuahua's political and social elites. The delegation included the state attorney general, the state secretary for public safety, 7 federal congressmen, 4 mayors of the state's largest cities, the president of the state supreme court, 2 presidents of the state's largest universities and various wealthy land owners, businessmen and industrialists.
The delegation's primary mission was to sign contracts with Uribe's security forces to train the Chihuahua state police in counter-insurgency techniques and in effective methods to combat drug traffickers. The contracts include Colombian training of a proposed anti-kidnapping rapid response team and training to improve police investigative and surveillance techniques. The Colombian security squads where scheduled to be in Chihuahua by July and as of today they have probably been operating for about two months.
While in Colombia, the Chihuahua delegation also met with President Alvaro Uribe, National Police Chief Oscar Naranjo Trujillo, Interior Minister Fabio Valencia, and Attorney General Mario Iguaran. The delegation also met with various judges and prosecutors to learn about Colombia's judicial system and its efficacy in dealing with enemies of the state.
The Colombianization of Chihuahua will have much more severe consequences on the US than the effects from the failed US drug policies in Colombia. Whereas Colombia is very far away, Chihuahua (Mexico) shares a border with the USA. Violence and chaos is already spilling into the United States and is bound to get a lot worse as the Colombianization process continues. So far we have only seen the tip of the iceberg. The situation could lead to an all out revolution and the total collapse of the present "US friendly" Mexican government.
This nightmarish scenario would be a consequence of those in Washington that believe in total drug prohibition instead of instituting more enlighten approaches. It is a known fact that prohibitionist strategies create huge black market profits for trafficking in cocaine and other drugs. The huge profits also attract the most vicious and violent criminal elements. The USA "War on Drugs", now almost 4 decades old, has not worked but has only caused great suffering here and in Mexico.

Manifiesto del Comando Ciudadano por Juárez

1.-El Comando Ciudadano por Juárez (CCJ) no pretende interferir o suplantar a los órganos de gobierno federales, estatatales o municipales.
2.-El CCJ cree en las instituciones de gobierno pero no en sus funcionarios pertenecientes a todos los partidos políticos que le han mentido a Juárez y que han provocado que nuestra región permanezca en un estado pleno de impunidad. El CCJ creerá en los políticos chihuahuenses hasta que incluyan a los ciudadanos en la toma de decisiones, cuando cumplan con sus promesas de campaña y cuando regresen a Juárez la paz que todos los ciudadanos desean.
3.- El CCJ declara la guerra a los ladrones, secuestradores y extorsionadores que han puesto en jaque los derechos ciudadanos y reitera su planteamiento inicial de terminar con la vida de un criminal cada 24 horas por el bien de todos los juarenses, si las autoridades continúan sin poner de su parte para poner orden en la ciudad.
4.- El CCJ da un plazo a las autoridades de los tres niveles de gobierno para que reestablezcan el orden antes de las 00:00 horas del 5 de julio de 2009, si no lo hacen el CCJ saldrá a las calles con su ejército de hombres y mujeres a hacer lo que el gobierno no pudo hacer y se valdrá de todas las herramientas que estén dentro de sus posibles.
5.-El CCJ es una organización compuesta por universitarios, profesionistas, comerciantes, desempleados y obreros dispuestos a dar su vida por la ciudad y que están cansados de la inseguridad que los ha atemorizado en los últimos meses. El CCJ es financiado por empresarios que se marcharon de la ciudad debido a la inseguridad y con recursos propios, materiales e intelectuales.
6.-El CCJ está dispuesto a colaborar con su logística e inteligencia con el Ejército Méxicano para poner orden en la ciudad, si éste así lo solicita.
7.-El CCJ convoca a los ciudadanos de Juárez a iniciar la Revolución Ciudadana y a agruparse sin ningún otro fin que trabajar a favor de la ciudad; se convoca también para presionar a los órganos de gobierno a fin de que el Poder Ciudadano sea tomado en cuenta en las decisiones importantes de los gobiernos, que tengan que ver con Ciudad Juárez.
8.- El CCJ activará el próximo 2 de febrero su portal en Internet para que los ciudadanos convocados por el CCJ puedan conocer más a fondo nuestra organización y puedan inscribirse en su base social pacífica y de combate. La dirección electrónica se dará a conocer a través de este mismo medio.
9.- El CCJ busca acercarse con otras organizaciones ciudadanas a nivel nacional que tienen los mismos fines de nuestro Comando para la realización de una propuesta conjunta que ayude a nuestro país a mejorar la seguridad pública. Reconocemos a las organizaciones no gubernamentales como la base para iniciar la Revolución Ciudadana.
10.- El CCJ convoca a los ciudadanos a denunciar de forma anónima a los criminales que han contaminado nuestra región y hace un llamado a los juarenses para que se unan a nuestro movimiento en pro de la PAZ de esta ciudad.
