No one knows what's really on the tip of the North Korean ICBM and U.S. doesn't want to risk it being a nuke. U.S. cannot risk destroying the ICBM with a cruise missile strike, because that would prompt North Korea to cross the 38th Parallel and invade South Korea - maybe even attack Japan too.
Since the U.S. is in no postion to fight a third simultaneous war . . . (Iraq, Afghanistan and Korea) we're at a stalemate.
