"According to a letter from Senator Barbara Boxer and other senators to NOAA in 2009, the US Navy has had plans for "ocean exercises" including in the Gulf of Mexico. The letter expressed concern about the Navy's "exercises" ultimately massacring 11.7 million marine mammals within five years according to the Agriculture Defense Coalition.
