REWARD FOR INFORMATION

A $5,000.00 reward is being offered by my client for information about Vince Foster, who was former President Bill Clinton’s Deputy White House Counsel. The details are described later in this report.

In a recent investigation, it was brought to my attention that military technology related to the following news stories was recently transferred from the Department of Defense to the Department of Justice for use on innocent Americans. EXPERIMENTS WITH BRAIN WAVES AND NEW TECHNOLOGY ARE SUMMARIZED IN THE FOLLOWING SHORT NEWS STORIES.

Scientists at the Department of Molecular and Cell Biology, University of California, Berkeley, have wired a computer to a cat’s brain and created videos of what the animal was seeing. (See photos in the next section.)

NASA and Northwest Airlines plan to read terrorists’ minds at airports.

Duke University Medical Center researchers have tested a neural system on monkeys that enabled monkeys to use their brain signals, as detected by implanted electrodes, to control a robot arm to reach for a piece of food, and even transmitted the brain signals over the Internet, remotely controlling a robot arm 600 miles away.

Scientists at the Clinical Neuroscience Research Centre at Dartford, Kent, UK have developed a sensor that can record brain waves without the need for electrodes to be inserted into the brain or even placed on the scalp.

A team of researchers at Johns Hopkins University, and scientists at five other sites worldwide, are attempting to do something usually left to faith healers: bring sight back to the blind.

The American Academy of Otolaryngology developed a device that restores partial hearing to the deaf.

The University of Tübingen in Germany has developed a computer system that enables people who are completely paralyzed to communicate and control electrical appliances such as television sets by thinking.

Brain Fingerprinting had 100% accurate scientific results in distinguishing 17 FBI agents and four non-FBI agents from a group of 21 subjects. Republican Senator Charles Grassley of Iowa has asked the General Accounting Office to study Dr. Larry Farwell’s technology to see if it should be federally funded.

MIND CONTROL WITH SILENT SOUNDS AND SUPER COMPUTERS

Silent Sounds, Inc. states that it is interested only in positive emotions, but it is obvious that this is a U. S. Department of Defense project. The system was used in Operation Desert Storm (Iraq) quite successfully.

These weapons were recently transferred from the Department of Defense over to the Department of Justice. Why? Because there are international treaties that limit weapons of this nature from being used in warfare. In other words, weapons that are barred from use against our country’s worst enemies can now be used against our own citizens by police departments against such groups as peaceful protestors of nuclear policies.

Dr. John Norseen, a Lockheed Martin neuroengineer, is conducting research into reading "brain prints," sponsored by NASA, DARPA and the Army’s NGIC. He said, "If you go to an automatic teller machine and the sensor system is in place, you could walk away and I would be able to access your personal identification code." On the moral ramifications, Norseen says that he’s not a mad scientist-just a dedicated one. Dr. Norseen said, "The ethics don’t concern me, but they should concern someone else."

After experiments on animals, technology is routinely tested on humans. Military technology related to these news stories was recently transferred from the Department of Defense to the Department of Justice for experiments on innocent Americans.

A team of U.S. scientists wired a computer to a cat’s brain and created videos of what the animal was seeing.

According to a paper published in the Journal of Neuroscience, Garrett Stanley, Yang Dang and Fei Li, from the Department of Molecular and Cell Biology, University of California, Berkeley, (and Harvard University) have been able to "reconstruct natural scenes with recognizable moving objects."

A clearer image could be obtained by sampling more cells.

Airport security screeners may soon try to read the minds of travelers to identify terrorists. Officials of the National Aeronautics and Space Administration have told Northwest Airlines security specialists that the agency is developing brain-monitoring devices in cooperation with a commercial firm, which it did not identify.

NASA aerospace research manager Herb Schlickenmaier told The Times the test proposal to Northwest Airlines is one of four airline-security projects the agency is developing.

"We’re getting closer to reading minds than you might suppose," says Robert Park, a physics professor at the University of Maryland and spokesman for the American Physical Society.

Dr. John D. Norseen is a scientist for Lockheed Martin Aeronautics Company, in Marietta, Georgia. He shares that the defense industry is interested in this type of data.

Scientists have developed a sensor that can record brain waves without the need for electrodes to be inserted into the brain or even placed on the scalp.

Professor Tonmoy Sharma, a neuropsychologist at the Clinical Neuroscience Research Centre at Dartford, Kent, UK said a device to measure electrical activity in the brain without the need for electrodes would be very useful.

"By picking up brain signals non-invasively, we could find ourselves controlling machinery with our thoughts alone: a marriage of mind and machine."

The "eye chip" would simulate eyesight by bypassing defunct neurons and sending electrical signals directly to the optic nerve. Here is how it would work.

1. Cameras attached to eyeglasses transmit images as radio waves.

2. A computer chip embedded in the back of the eye picks up the signal.

3. The chip converts the signal to electrical impulses, and sends them through the optic nerve. Vision centers in the brain interpret the impulses.

A DEVICE TO HELP THE DEAF HEAR

A cochlear implant is an electronic device that restores partial hearing to the deaf. Unlike a hearing aid, it does not make sound louder or clearer. Instead, the device bypasses damaged parts of the auditory system and directly stimulates the nerve of hearing, allowing individuals who are profoundly hearing impaired to receive sound.

Cochlear implants convert speech and environmental sounds into electrical signals and send these signals to the hearing nerve via radio waves to the implanted electrodes in the cochlea. The electrodes’ signals stimulate the auditory nerve fibers to send information to the brain where it is interpreted as meaningful sound.

A new technology called Brain Fingerprinting has caught the interest of both the CIA and the FBI.

Dr. Larry Farwell, from Fairfield, Iowa, believes Brain Fingerprinting could one day be as effective as DNA in helping police investigate crimes, and in helping free those who have been wrongly convicted.

Results like those are also generating interest in Brain Fingerprinting on Capitol Hill. Far from necessarily being used as a weapon against a person, the system does have limitless positive applications. However, the fact that the sounds are subliminal makes them virtually undetectable and possibly dangerous to the general public.

CONCLUSION

After scientists experiment on animals, technology is routinely tested on humans.

Many government departments have investigated unethical research on civilians without their knowledge or permission. Three investigations of experiments on unwitting Americans are: (1) The Senate conducted hearings in the 1970’s on the CIA’s MKULTRA mind control program, (2) The Advisory Committee on Human Radiation Experiments in the 1990’s was authorized by President Bill Clinton and (3) The Department of Defense, Dr. William Winkenwerder, Assistant Defense Secretary for Health Affairs, said in October 2002 that they were searching for 5,500 soldiers who may not have been fully informed about secret experiments.

Military technology was recently transferred from the Department of Defense to the Department of Justice. There is substantial additional information that leads us to conclude that unethical experiments continue on Americans. Please research and report this news story about the Department of Justice, which will help stop experiments on innocent Americans.

A reward of $5,000.00 is being offered by my client for information leading to the arrest and conviction of the person(s) described below.

A criminologist named Johnny or his coworkers told my client the three following statements:

(1) "Someone signed the order to watch Vince Foster." This means that someone secretly watched the "suicide" or murder of Vince Foster, who was former President Bill Clinton’s Deputy White House Counsel.

(2) "He was trying to take down a sitting president." This was the motive for Vince Foster’s death.

(3) "...what else we did to Vince Foster."

My client believes that Johnny or his coworkers can reveal the truth about what they saw while conducting surveillance on Vince Foster.
