he expense of drilling. As the drilling varies on the rock hardness, they would choose soft limestone rock (called karst) to speed up the drilling. Some machines drill as slowly as 18 feet per day and others more rapidly. At 18-30 feet per day it would take from 6 to 10 months to drill a mile; so you can see why using existing caves and caverns would be attractive.

One patent was granted back in 1972 (US Patent No. 3,693,731) for a nuclear powered tunneling machine that would be even faster than the ones shown below. Obviously such technology would not be made public for strategic reasons in these troubled times.
