Police say they discovered Whitman had used a 100,000-volt stun-gun many times on his son over about a three-week period.
The child's injuries were treated at Samaritan Albany General Hospital. He was then taken into protective custody by the Department of Human Services.
Albany Police arrested Rian James Wittman later that same night, without incident, on charges including three counts of second-degree assault and first-degree criminal mistreatment.
