New York's Surveillance City Given Authority to Shoot Down Planes? (Video)

New York has become the testing ground for the implementation of military-level counterterrorism operations on American soil. According to the 60 Minutes interview below with Commissioner Ray Kelly, he commands a force larger than the FBI, consisting of 35,000 uniformed officers and 15,000 civilian employees.  The Joint Operations command center over which he presides is also being rolled out in major cities such as Atlanta, which is attempting to form a Video Integration Center that collects footage from both public and private locations into a single hub, creating an overall "surveillance city." Kelly goes on to admit that his department has the capability (and presumably the authority) to shoot down planes if necessary.  This video gives a close look at what citizens can expect as they walk the streets of their cities, including the strategy "to put force on display." In New York, at least, de facto Martial Law has been declared.
