WASHINGTON—President Barack Obama authorized his administration to provide arms to rebels fighting Syrian President Bashar al-Assad, officials said Thursday, a major policy shift after the White House said it had confirmed that Damascus used chemical weapons in the country's civil war.  ...U.S. officials also told The Wall Street Journal on Thursday that the U.S. military proposal for arming the rebels also calls for a limited no-fly zone inside Syria that would be enforced by U.S. and allied planes on Jordanian territory to protect Syrian refugees and rebels who would train there.
 
Washington Post:  “There’s already material that’s been flowing to the opposition and that will continue in the weeks to come,” said Ben Rhodes, Obama’s deputy national security adviser.
 
Rhodes said Obama made the decision to authorize military aid to the rebels over the past few weeks. He also defended the president’s caution on the issue, saying “these are not steps the president takes lightly.”
 

In Syria Friday, the Foreign Ministry said, “The White House has issued a statement full of lies about the use of chemical weapons in Syria based on fabricated information. The United States is using cheap tactics to justify President Barack Obama’s decision to arm the Syrian opposition.”

And in Moscow, President Vladimir Putin’s foreign affairs adviser said Russia not convinced with Washington’s claim that Syrian regime had used chemical weapons against the opposition. Yuri Ushakov told reporters the information provided by U.S. officials to Russia “didn’t look convincing.”

The United States has concluded that the Syrian government used chemical weapons in its fight against opposition forces, and President Obama has authorized direct U.S. military support to the rebels, the White House said Thursday.

“The president has said that the use of chemical weapons would change his calculus, and it has,” said Benjamin J. Rhodes, Obama’s deputy national security adviser. Rhodes said U.S. intelligence had determined with “high certainty” that Syrian government forces have “used chemical weapons, including the nerve agent sarin, on a small scale against the opposition multiple times in the last year.”
