I came across a document in regard to the 2nd Amendment punctuation. The present day issuance is" A well-regulated Militia being necessary to the security of a free State, the right of people to keep and bear Arms, shall not be infringed.\"

However, the 1928 Army training manual, http://www.1215.org/lawnotes/lawnotes/tm2000-25.rtf , has, "A well-regulated Militia being necessary to the security of a free State, the right of people to keep and bear Arms shall not be infringed."

Notice there is no second comma. A very significant language change that carries many legal ramifications with all the laws and opinions associated with it.
