The 82nd has been on active duty since about 1940 with modern strength well over 15,000 paratroopers at any given moment. So I find it unlikely to be a connection between Flynn & RD. Less of a connection to lame exercise codenames to make them sound tough..

MORE - Deputy AG to be Richard Donoghue, who served as a paratrooper in the 82nd Airborne Division - the same military unit General Michael Flynn was part of.
