The purpose of Illinois Senate Bill SB1663:
---Provides that no abortion procedure that, in the medical judgment of the attending physician, has a reasonable likelihood of resulting in a live born child shall be undertaken unless there is in attendance a physician other than the physician performing or inducing the abortion who shall address the child's viability and provide medical care for the child.
---Provides that a physician inducing an abortion that results in a live born child shall provide for the soonest practicable attendance of a physician other than the physician performing or inducing the abortion to immediately assess the child's viability and provide medical care for the child.
---Provides that a live child born as a result of an abortion shall be fully recognized as a human person and that all reasonable measures consistent with good medical practice shall be taken to preserve the life and health of the child."

Obama opposed SB1663, saying that he had "confidence" that any abortionist (whose primary purpose, as we recall, is to kill the child pre-delivery) would openly reveal his or her error by calling a 2nd physician to ensure that any still-living child was given proper medical attention and revived if possible.
Obama thought it remarkable to suspect an abortionist of having a subjective opinion towards his new second patient (a live baby). It didn't seem to occur to Obama that the abortionist might be invested in seeing the baby dead, to preclude malpractice lawsuits down the road if the baby were found not to have the suspected pre-birth diagnosed defects which are currently an overriding reason for these late-term induced-labor abortions.
Obama's most telling statement was when he stated--in typical attorney-politician doublespeak--that Illinois Senate Bill SB1663 "is really designed simply to burden the original decision of the woman and the physician, [which was] to induce labor and perform an abortion."
Clarifying Obama's double-speak: SINCE THE MOTHER AND THE ABORTIONIST HAVE ALREADY AGREED TO KILL THE CHILD, OBAMA THINKS THEY SHOULDN'T SUDDENLY BE 'BURDENED' WITH THE BOTHER OF A STILL-ALIVE BABY.
So, if a baby were to somehow survive his or her abortion, then Obama--in opposing SB1663--was advocating leaving the infant alone and letting it die.
