WMR has learned from knowledgeable Homeland Security and U.S. intelligence sources that a number of highly-classified operations are taking place around the inauguration on January 20 of Barack Obama as President.

The Federal Emergency Management Agency (FEMA) has instituted a major move of personnel to an underground location at Mount Weather in Virginia . FEMA personnel are beginning to move to "the mountain" today and all FEMA and other "continuity of government" or "COG" and "continuity of operations planning" of "COOP" personnel will be fully in place on the eve of the inauguration of Obama, January 19 at the secretive facility that is located five miles southwest of Bluemont, Virginia . The underground complex is 48 miles west of Washington , DC in the Blue Ridge Mountains .

The FEMA operation follows the January 13 declaration by President Bush that the District of Columbia is a "federal emergency area." It is the first time the designation has been used for something other than a natural disaster.

An expected 2 million people in Washington for the Inauguration is being cited by White House and DC officials as the reason for the national emergency declaration. However, weather predictions are indicating that frigid temperatures on Inauguration Day may keep many people indoors and away from the ceremony.

Over 100 police agencies from around the United States have mobilized personnel and sent them to the Washington , DC area for inauguration security functions.

On January 12, FEMA officially opened its National Exercise Simulation Center (NESC) at FEMA Headquarters in southwest Washington , DC . FEMA announced that the new center will provide support functions for the Presidential Inauguration. WMR has been told by Homeland Security sources that the Secret Service retains overall control of security for the inauguration.

Homeland Security sources have told WMR that a major "table top" exercise on the continuity of government was held on January 12 at the Old Executive Office Building , next to the White House, between officials of the Bush administration and the Obama transition team. Participants in the three-hour exercise included Obama Chief of Staff Rahm Emanuel, Bush White House Chief of Staff Josh Bolten, Homeland Security Secretary Michael Chertoff, FBI director Robert Mueller, and Deputy FBI director John Pistole. The exercise was termed "unprecedented" by some of the officials involved.

One of those present was Richard Reed, a former Special Assistant to the President for Homeland Security and Senior Director for Continuity Policy and FEMA official, who burrowed into the senior civil service ranks when General Services Administrator (GSA) Lurita Doan appointed him GSA's first chief Emergency Response and Recovery Officer in May 2007. A number of Bush administration political appointees have transferred to senior civil service positions in the last few years.

No previous change of White House occupants of two different political parties has taken place since the creation of the Department of Homeland Security and the US Northern Command (NORTHCOM). Not only is this new ground for FEMA and Pentagon personnel but WMR has learned that a strict "need-to-know" has been imposed on details of the secretive operations planned for and around the inauguration by FEMA and NORTHCOM personnel.

In the event of a decapitating blow during the inauguration, the presidential line of succession would be invoked. In the absence of Hillary Clinton or Timothy Geithner being sworn in as the Secretaries of State and Treasury, respectively, and the incapacitation of President Obama, Vice President Joseph Biden (who will be sworn in before Obama), House Speaker Nancy Pelosi, and Senate President pro tem Robert Byrd, the presidency would pass to Secretary of Defense Robert Gates who remains in his present position and is the third ranking Cabinet secretary in the presidential line of succession. It is not known whether Gates will be present at the inauguration, however, it is standard practice at State of the Union addresses by the President that one member of the Cabinet is not present in the event of a catastrophic incident that would necessitate invocation of the presidential line of succession.

WMR has also learned from a U.S. intelligence source that authorities will close to public traffic several bridges, roads, and highways in the DC metropolitan area but that this decision was made not for traffic control but to facilitate an outbound mass evacuation from the city. Only buses and authorized vehicle are permitted on closed roads and bridges on Inauguration Day.

Interstates 66 and 395 ( Shirley Highway ) in northern Virginia are closed to public traffic from the Washington Beltway (I-495) to the Potomac River bridges. Similarly, most of the George Washington Parkway in Virginia is also closed to the public. Bridges over the Potomac River closed include the 14th Street Bridge, Roosevelt Bridge , Memorial Bridge , and Key Bridge , The South Capitol Street Bridge over the Anacostia River is also closed to the public. To say I was floored when I read the news item is an understatement. A 'ceremonial' meeting between a president elect and justices of the Supreme Court is somewhat traditional. HOWEVER, in this instance, it's flat out wrong. Chief Justice Roberts has cases on the docket where Obama is the defendant or is the subject of the litigation. Roberts and the other eight justices have already held two 'Distribution for Conferences' on the Donofrio and Wrotnoski cases on Obama's citizenship ineligibility. They just turned away one of Phil Berg's cases a few days ago; that one is still in the Third Circuit. Tomorrow is the fourth case; another.......
