I learned to perfect State Terrorism by murdering a million Russians a year, after I had individually killed all my rivals in the Communist Party. No foreign invader has ever inflicted such losses on the Russian people. However, our State not only absorbed such losses, but has thrived. Today we control EUROPE: TOMORROW THE WORLD. My rival, Adolph Hitler, controlled Europe in 1919. He failed to understand the technique of State Terrorism, and lost everything to me. My beloved partner, Franklin Delano Roosevelt, understood State Terrorism. He is the only American President to be elected to four terms as President, because he knew how to practice State Terrorism. The secret is knowing how many to kill. If you do not kill enough, the peasants will arm and overthrow you. If you kill too many, you weaken the State.

INSTRUCTOR: How true. As you know, Leader Stalin relaxed State Terrorism in his last years. He just got tired of killing, although he never lost his zest for it. A group of his colleagues gave him the poisoned pill, and he died of a stroke. Soviet Russia began a rapid decline and is now in a state of collapse. Surely this illustrates the necessity of State Terrorism. That is how the world was saved from Communism, not from any oppositiion from his mimics, who also practiced State Terrorism, but without the mastery of his techniques.

STALIN: How true. Your recent practitioners of State Terrorism in the United States have practiced State Terrorism as a State Amusement, typified by such exercises as the Ruby Ridge Massacre, the Waco holocaust, the Oklahoma City Bombing and 9/11. These examples of State Terrorism are sincere, but they lack an ongoing program to achieve any permanent results. This is because your dear leaders failed to follow the originator of State Terrorism for our time, the Revolutionary Terror of France.

INSTRUCTOR: But now we have a good replica of the Revolutionary Terror in the United States.

STALIN: No, because it is not thorough. You lack massacres of peasants to convince them of Revolutionay Terror. You are still amateurs, and governments abhor amateurs. They make a mess of everything they do.

INSTRUCTOR: You don't think the Revolutionary Terror will work here?

STALIN: No. It will eventually succumb to a real Dictator like myself, who enjoys inflicting bloodshed. I'm sorry, but nothing else works but genuine State Terrorism. Without terror, you could never collect a dollar in taxes.

INSTRUCTOR: You offer a gloomy future for our participatory Democracy in the United States.

STALIN: Not at all! I show by my examples that it cannot work. Follow my example and you will lead the world.
