UFO List - Through the UFO underground, I have heard of a US weapons program called HAARP. The book, Angels Don't Play This Haarp was written by Nick Begich whose father was a democratic Congressman from Alaska who disappeared in 1972, in a small plane in Alaska, along with Hale Boggs, who was House Majority leader (democrat) during the NIxon administration.

According to Begich, the HAARP technology includes new surveillance systems, disruption of communication signals, disabling of electronic systems aboard hostile aircraft (!), weather disruption, and behavioural modification of humans on a mass scale using brain wave technologies.

A member of this list sent me Begich's website where I found a lecture Begich gave at the Calgary Civic Center October 12. I encourage others to visit this site.

Also found information recently brought to light through FOIA releases about the disappearance of his father's plane. Was told a host on a far right radio show said last week derisively that the liberal left generally believes Wellstone's crash was an assassination. A stretch of the truth, but the remarks should not intimidate a demand for a thorough investigation of the crash. The Nation did an article last summer on Wellstone, calling him "a hunted man" and that getting rid of Wellstone was a passion for the current administration. A little spooky.

So below I've downloaded some of what Begich has to say about HAARP, and following that, an interview with Begich about the recent evidence related to the disappearance of his father's plane.

On October 13, 2002, Dr. Begich delivered a lecture at The Convention Centre in Calgary Alberta Canada. Begich has been heavily involved in the ongoing international debate surrounding the HAARP project in Alaska, an experimental public/private partnership between the U.S. military, the defense industry and big oil (or natural gas on the Eastern Slope as it were). The purpose of this experimental facility begins with the assertion that the project is looking at the effects which occur when manipulating and lifting the ionosphere, essentially raising the ionosphere by many kilometers into the outer atmosphere. However, the research of Dr. Begich and other researchers around the world reveals that the HAARP project has the potential for many other environmental affects and applications, not simply those of a ground based StarWars program.

Military uses for HAARP in the post ABM treaty era include:

- higher resolution imaging and signature of incoming short-range ballistic missiles, particularly from submarines.

- disabling of electronics aboard hostile aircraft and missiles (2).

- disruption of communication signals that use the ionosphere (i.e. short-wave).

- destruction of low-flying satellites that burn-up as they fly into the "raised" ionosphere.

- Earth Penetrating Tomography (seeing into the earth) and other new surveillance systems.

In his lecture, Begich argued that these facilities will go far beyond their usefulness to protect the U.S. from other hostile nations and will open the U.S. to heightened international suspicion and criticism, because of other potential applications. Begich sites a major environmental hazard to this kind of work that relates to the capacity of HAARP to affect weather patterns through altering the course of the jet stream. When the ionosphere is pushed upward it creates a low pressure area below, where lower atmospheres will rush in to fill that hole. This affects systems that are above and below the ionosphere, creating a disturbance that can be understood as both a pushing of the jet-stream and the beginning of a butterfly effect, resulting in weather disturbances elsewhere on the planet. Begich argues that this is a reckless approach to science, if this is indeed what HAARP is capable of. At a power level of 10-100 Billion Watts of energy, the research of Dr. Begich suggests that it is. The low frequencies (ELF/VLF) coming from the way the HAARP project operates also posses a serious biohazard according to Begich.

The usual military applications become complicated as other new technologies emerge that are using frequencies that have an affect on the human physiology and particularly in the manipulation of the brain. The use of this kind of technology has taken since the 50's to mature into the first applications that emerged in the early 1990's, particularly in the area of non-lethal weaponry. French riot police have been using such non-lethal weapons as those that emit specific frequencies to change a person's brain physiology and chemistry since the early 90's, capable of manipulating a person's emotional state to that of fear/terror or passive submission. Through the piles of research into the possible applications of HAARP, Begich argues that the project demonstrates that it is capable of emitting extremely high levels of pulse energy in the same pulse range that is used by human brain waves (4 - 20 Hz. (pulses per second)) or higher, these are Extremely Low Frequencies (ELF) or Very Low Frequencies (VLF) that were mentioned earlier. His research indicates that the technology is capable of coupling with natural systems such as the brain and could be extremely dangerous.

What Begich and others are suggesting is that such innovation must be lead by the international scientific community and not the present U.S. Military Industrial Complex (who is clearly in partnership with commercial interests), that any potential manipulation of the brain warrants considerable attention. "These technologies will increasingly impact every area of human activity. They will challenge fundamental aspects of freedom, liberty, privacy, and the very essence of our individual personhood." (Earth Rising, Pg.2). In the lecture Begich makes a substantial argument to the effect that such technology will have on the ability for democracies around the world to function, making a strong case for the education and public debate of the issues surrounding new technologies and frequency based non-lethal weapons.

To understand the potential of this technology, Begich argues that we need to make the connection between what we now know scientifically about the human body and information we know about patterns within our natural environment. Western scientific information and knowledge about the flow of energy within the human body has dramatically accelerated in the past 20 years and so it is not unusual for scientific researchers to be tripping back to discover new connections with ancient medicines from around the world. For example, the scientific mapping of the body's energy flow has apparently been discovered to resemble or match the energy meridians mapped out by Chinese acupuncture.

In a live demonstration of a new electronic acupuncture tool, Begich acknowledged the positive applications of this new technology. The tool uses frequencies to detect pressure points as it moves across the surface of the skin, and then, once the tool is over the point, will allow the user to apply frequencies to "clear" the point, effectively replacing the use of needles in this ancient medicine. In recalling the discovery 2 years ago of a 5000 year old body which had emerged frozen from inside a glacier in Europe, Begich explained that it was marked with tattoos. These tattoo markings correspond with known acupuncture points that were later found to correspond with ailments within that body. In his lecture Begich suggests that it is entirely plausible for previous cultures to have had the capacity to sense such energy meridians, that acupuncture/acupressure may have been a fairly common practise in pre-historic time.

It is generally thought that radio frequencies are relatively harmless as a steady stream, with all kinds of frequencies passing through our public spaces to no effect. If any one of those signals was made to pulsate at a rate that parallels that of the brain, is it possible for the brain to lock onto or actually to become effected by such an electro-magnetic pulsation? Begich offers us a startling demonstration of how the human brain has been affected in the past by such pulsation's by looking at the natural electro-magnetic pulsation of Earth itself which is 7.83 Hz.. The natural pulsation of the human brain when it is in a state of ideal waking consciousness happens to match that of the Earth's.

MOSCOW (Interfax) - The Russian State Duma has expressed concern about the USA's programme to develop a qualitatively new type of weapon.

"Under the High Frequency Active Auroral Research Programme (HAARP) [website address: http://server5550.itd.nrl.navy.mil/projects/haarp/], the USA is creating new integral geophysical weapons that may influence the near-Earth medium with high-frequency radio waves," the State Duma said in an appeal circulated on Thursday [8 August].

Suppressed Evidence Emerges as to Fate of Congressmen Whose Plane Crashed in Alaska

Oct. 16 was the 29th anniversary of the 1972 disappearance of a private plane carrying four people, including two high-ranking members of Congress: House Majority Leader Hale Boggs (D-La.) and Rep. Nick Begich (D-Alaska). The plane disappeared on a leg between Anchorage and Juneau and was never found, even though it was the subject of what had been, at that time, the most massive air search in history.

In the wake of previously-hidden FBI reports that indicate the authorities actually knew where the plane had either crashed or landed and that there were at least two survivors, Begich¹s son, Dr. Nick Begich, Jr., has begun an effort to re-open the inquiry into the disappearance of his father.

What follows is an edited transcript of the interview. Valentine¹s questions are in boldface. Begich¹s responses are in regular text.

This is a very personal story to you. Your father, Congressman Nick Begich, vanished.

Exactly. Many people ask me why I always mention in my biography that my father was a congressman. Well, this disappearance was a catalyst for me as a young person to look at politics a little more critically and the whole relationship of government and families and what America is really all about. When the plane disappeared, I was 13. There were six kids in the family. The youngest was four and the oldest, my sister, was 14 years old.

When you look back, you see a lot of the revelations about what was going on in the late 1960s and early 1970s‹things that my father and certainly Rep. Hale Boggs were privy to. Boggs was quite an outspoken individual and so was my father on issues that they felt were of importance to individuals and the nation.

Why were your father and Hale Boggs on this flight that disappeared?

My father had just finished his first term in Congress and Dad was pretty aggressive and well respected. He was able to pass the Native Land Claims Settlement Act which was a 44 million acre settlement valued at just less than a billion dollars. It was the biggest in the history of the country and it really set the stage for the opening of the Trans-Alaska Pipeline and the establishment of right-of-way which couldn¹t have been granted without it. And that right-of-way, which people don¹t remember, was broken by a tie-vote in the Senate by Vice President Agnew, who, shortly thereafter, was forced out of office under criminal investigation.

The agenda, at the time, was to try to prevent the Alaskan oil from being uncapped.

The thing about the oil is that it was delayed in 1969. The leases were not initially established until 1977. It was during that time we had the so-called oil embargo and the rise in oil and gas prices. That was a huge shift in economic power.

The left didn¹t want the oil unleashed and the right wanted to profit from it.

The other thing that is connected here is the Alaska Lands Act, just after President Carter declared that there were 33 strategic minerals crucial to the country¹s well being and security. There were 32 of those 33 minerals in mineable quantities in Alaska, even according to the Carter administration. However, most of them were locked up and reserved for the multinationals under the guise of wildlife parks, refuges and preserves. The preeminent right for exploration and development was for the oil companies.

As Democratic House Majority Leader, Boggs was positioned to ultimately become speaker of the House and therefore in the line of succession to the presidency.

You must also remember that Boggs had also served on the Warren Commission and had been suggesting that perhaps there was something more there that needed to be investigated.

Boggs was also a strong opponent of J. Edgar Hoover of the FBI and had called for Hoover¹s resignation on the floor of Congress, the year before. Very few people had the courage to do that, since it was Hoover¹s predisposition to try to control the political leadership by having things on them that they might not want the public to know. He used the FBI as his own means for controlling power in Washington.

Even today there are concerns about the role of the FBI and its activities.

Even though this happened to my father and Boggs some 30 years ago, the point is that if this can happen to two U.S. congressmen, it can happen to anyone.

The Washington-based newspaper, Roll Call, which reports on Capitol Hill, found information through the Freedom of Information Act which is very interesting.

They found that two FBI telexes had come in from the FBI office in Los Angeles, indicating that someone had contacted the FBI and that they had knowledge of the whereabouts of the plane and that two people were still living at the site and they gave the coordinates.

This was followed up by another telex two days later in which the FBI said that they had verified the authenticity of the source and established their credibility. The source was working in surveillance technologies for an undisclosed firm and they had located the plane.

At the time, this was the biggest search in the history of the country, involving hundreds of ships, planes, everything that the Air Force and the private sector had available. However, the FBI blacked out the names of the firms and the people who had done the investigating. When it is dealing with military surveillance and technologies, those would be the reasons.

But that was 30 years ago. There¹s no reason to keep that secret now.

Absolutely. After all these years the only thing that this telex confirms is that the technology we had at the time was much more sophisticated than anything the public knew about at the time. But today it is acknowledged that these technologies did exist at the time.

Yet the plane and the bodies have never been discovered.

What these telexes said was that the plane was located within a mile to a quarter-mile radius and that two people were still living, two days, and then four days, after the plane was lost.

Today, however, we have the coordinates mentioned in those telexes.

Exactly. What we also have today is more sophisticated technology for the military to try to go in and locate the wreckage. But there are some other points to be mentioned.

During that period there was the whole scandal of the CIA¹s involvement in domestic affairs and their use of technology against American citizens. Then there was Watergate and what came out of that. Most of us realize that was just the tip of the iceberg.

When key people in a major political party start disappearing, it makes people reluctant to talk about what¹s going on.

What started bringing this up for my family again was the crash on Oct. 16, 2000, (the anniversary of my father¹s disappearance) of the plane of Gov. Mel Carnahan (D-Mo.).

ABC reporter Cokie Roberts is the daughter of Hale Boggs. How did she react to this information?

When the FBI telexes came out, my mother made contact with her mother, Lindy Boggs (who was elected to her husband¹s seat in Congress and then appointed U.S. ambassador to the Vatican by President Clinton), but she was very cool and was not interested in pursuing it. This was quite surprising to us. The only thing we could deduce was that the Boggs family already knew or that it was just a chapter in their life they had resolved and wanted to keep closed.

The man who drove Hale Boggs to the airport was a very young Democrat.

This is an interesting twist. His first leg on this trip was in Texas where a young Democrat named William Jefferson Clinton [who was working on the McGovern for President campaign in 1972] drove him to the airport from where he flew to Washington and met my father. Then they flew to Alaska. That showed up in Lindy Boggs¹s memoir of her years in Washington. I had never known that until I read her book.

It struck me: Here¹s this guy that becomes president with a trail of bodies behind him and maybe this was the first in that trail. Maybe coincidence. Maybe not. Boggs was helping other congressional leaders in their campaign and although my father¹s seat (which represented the entire state) was safe, he tried to bring a lot of leaders out there.

So the FBI was satisfied that the information about the location of this missing plane was credible. But did they go to the area in question and look for your father and Boggs?

As far as we know, they did not. The group that was involved in this search kept us very well informed and we were taken to the Pentagon and given many details that were not released to the public, no matter how obscure, including messages from psychics across the planet. Everything except this.

Lindy Boggs herself even continued to fly personal aerial searches up until the latter part of the 1970s. The last person still looking for my father and Boggs disappeared in the early 1980s and was never heard from again. So there¹s a lot of mystery surrounding this. But I find it surprising, frankly, that when Lindy Boggs was sitting in Congress she decided to ignore these telexes.

Somebody somewhere in a position of influence said: ³Ignore that telex.² I¹m surprised that telex showed up.

Here¹s the worst of it. You would think that the material connected to the search would have been retained in the archives, but after learning about the telexes through Roll Call, when we went to the Air Force to review the photos taken in that area during the search, we were told that the entire archive had been destroyed and that there was no material remaining. That seems just unbelievable to us.

What we would like to see happen is to find out who the individuals were whose names were blacked out in the telexes and once that is determined, perhaps the Air Force or private parties could go in and look at the area involved.

(This article was written before the Wellstone crash. I would assume this would be a good place to request investigation of all these losses of (democratic) politicians.
