Ban AR-15s

Biden choice for ATF Director David Chipman has set his sights on banning some of America’s most popular guns, AR-15s. Numerous House Republicans are urging Senators to oppose Chipman’s confirmation noting he has supported the ban of the popular rifle before and intends to do it again.

A letter from House Republicans to the Senate notes Chimpan’s history of advocating for the ban and says”As a former agent of the ATF, Chipman knows all too well that such action would effectively ban the most popular rifle in America as well as most other items regulated under the National Firearms Act.”

Ban Ghost Guns

When President Biden announced Chipman’s nomination he also announced a string of orders aimed at eventually enacting stricter gun laws one of which is the ban of ghost guns. A ghost gun is a term typically applied to homemade firearms which can be seen as a way to protect the privacy of the owner as some of the assembled devices lack serial numbers. Chipman has also advocated for an end to ghost guns.

President Biden introduced an order to stop the proliferation of ghost guns. According to a fact sheet provided by the White

House, the Justice Department will be responsible for issuing a proposal to help stop the rise of ghost guns within 30 days.

Tighten Regulations

David Chipman is advocating for tighter regulation on guns and background checks. While working for the gun control group Giffords, Chipman repeatedly advocated for stricter regulations on guns and sweeping changes to background checks,

Ban Semi-Automatic Rifles

Prior to Chipman’s nomination to head the Bureau of Alcohol, Tobacco and Firearms he also advocated for the ban of semi-automatic rifles. According to a report by Forbes, there are approximately 20 million legally-owned assault rifles in the United States.

In direct response to the recent mass killing in a Colorado grocery store, the Justice Department will be forced to define when a stabilizing device converts a pistol into a short-barreled rifle according to the requirement of the National Firearms Act. The alleged killer in Colorado seems to have used a stabilizing device with his pistol with an arm brace, which can make a firearm more stable and accurate while still being concealable. The Justice Department must issue the proposed rule within 60 days.

Red Flag Legislation

What are red flag laws? Red Flag Laws empower law enforcement and immediate family members to petition a court to temporarily prohibit a person from having guns if they present red flags for violent behavior.

Within 60 days the Justice Department must release model “red flag” legislation for states. This is the first step as President Biden has previously discussed passing national “red flag” laws.
