Army Corps withholding documents we're entitled to!

The New Orleans Saints just won and Levees.org is winning!
But the Army Corps of Engineers is trying to block our forward progress and keep us from scoring!
The Corps is telling us we have to pay big bucks for documents we're entitled to see under federal law!
We have requested to see documents from the Corps' Public Affairs Office in New Orleans. (Remember we caught them giving millions of our tax payer dollars to a PR company called OPP to improve the Corps' image after its levees failed in August 2005?)
Levees.org wanted to know more about this "Image Improvement" Campaign by OPP, paid for by you, and we so we filed a request under the Freedom of Information Act (FOIA) last June.
It's a large request and the Corps said we had to pay. We applied for a waiver - since Levees.org is requesting information to help the public - but we were DENIED.
The Corps has partially fulfilled our request (after making us wait 6 months and charging us $512.00), but now say we cannot see another page of information unless we pay more!
We need to blitz the Corps of Engineers now and get the rest of the documents before they warm up the shredders.
