Only the president or the Sec\'y of Defense can declare martial law as I cover and document in my article titled: Two \'Acts\' of Tyranny on the Same Day!
What has occurred has to do with the Congressional Rules of Order as follows: The House has a parliamentary procedure (Rule XIII(6)(a)) to ensure that Members of the House, and the public, have at least one day to examine and analyze what is in legislation before they have to debate and vote on it.
To circumvent this House rule and rush the \'Paulson Bailout\' bill to a vote before it has been fully examined, the Rules Committee reported a rule late Thursday afternoon (H.Res. 958) that would waive the application of Rule XIII(6)(a). This will allow the Rules Committee to wait until the last minute to release the text of the bills themselves until immediately before debate and votes on the bills.
This extraordinary procedure is known as a “martial law†rule because it suspends the normal procedures and safeguards and allows the House Leadership to operate in an authoritarian fashion. It enables the Leadership to ram a bill or conference report through before the Members have the opportunity to fully understand what they are voting on.
This technique is being used for ALL important globalist legislation that moves us closer and closer to REAL martial law. It also gets us accustomed to hearing the term \'martial law\' so that when the REAL martial law is declared people will say \'ho-hum, heard that before and nothing happened\' so they can go back to sleep instead of rising up.
