Dr. Downs has told the Federal Grand Jurors that (Israeli MOSSAD agent) Dr. Philip M. Zackerie working unauthorized late at night in the laboratory experimenting with the RMR-1029 military strain of anthrax, which was eventually used in the post 9/11 anthrax attacks.

Dr. Assad has also testified that he observed Zackerie leaving the laboratory with the flask containing the military strain of anthrax.
