At the National Press Club, in Washington, D.C., on Jan. 21, 2009, the "Bring the Guard Home! It's the Law" campaign held a press conference. One of the speakers was Rep. Michael Fisher (D) of the Vermont legislature. He was recently elected to his fifth term in office. Rep. Fisher is one of the leaders of an initiative to have state governments pass a law to "bring the National Guard home". In his remarks, he charged: "The war in Iraq has no proper legal authorization. The authorization passed by Congress in 2002 has expired by its own terms...Today, there is no legal basis for federalization of state guard members".
