Throughout history all laws enacted, from the laws of God to edits of kings and councils, have been prefaced by an enacting clause, which is necessary to give a law its authority, identity and validity.
Most "law" today exists by way of various codes or revised statutes, which fail to use this required enacting authority. This makes these statutory works invalid, and they thus have no force and effect as law.
