250 mm (8 to 10 inches) are also expected from eastern Shikoku to the Honshu prefecture of Fukushima, triggering widespread and life-threatening flash flooding.
AP, Oct 6, 2014: Powerful Typhoon Phanfone was on course to hit the capital and surrounding areas… In Shizuoka Prefecture, a total of 267,000 households, or 667,000 people, were urged to evacuate to safer ground as of 9:30 a.m., the prefectural government said… It was packing winds of up to 180 kph, the Japan Meteorological Agency said.

They are also warning of mudslides in Tokyo… Strong winds are likely in… northeastern parts of the country. High waves are expected along the Pacific coast. Weather officials estimate that up to 80 to 100 millimeters of rain per hour will fall over a wide area, from western to northeastern Japan. They are warning of fierce winds, high waves, mudslides and flooding [and]calling for caution against lightning strikes and tornados.
Wall St Journal, Oct. 5 at 9:45p ET: [Japan hit with] fierce winds and torrential rain as typhoon Phanfone approached Tokyo on Monday morning… The typhoon reached the mainland a little after 8 a.m. local time… about 150 miles west of Tokyo… it was traveling northeast at a speed of about 28 miles an hour and packing winds of up to 110 miles an hour [177 kph]. The agency has issued rain and flood warnings for a large swath of the Kanto area around Tokyo, and the northeastern Tohoku region… the typhoon [is] expected to proceed northeast along the pacific coast toward the Tohoku region later in the day.
