Russia proceeds with closed loop nuclear technology Carter banned, Russia now has a free energy future.
All of America's nuclear facilities were originally intended to operate as closed loop systems which prevent the buildup of nuclear "waste", and America perfected this technology, where complimentary reactors make used fuel usable for each other until it is reduced to zero radiological potential, in 1976. The banning of this technology then forced American nuclear facilities to only use 5 percent of the total radiological potential in reactor fuel and then treat used fuel rods as waste, which has piled up to enormous levels none of the existing facilities were ever designed to even be close to capable of handling safely.
As a result, all it will take is one malfunction that cannot be fixed within three days, and America will have it's own Fukushima fuel pool to deal with, ON STEROIDS, at least the Japanese government allowed reprocessing which has reduced Japan's fuel pool burdens significantly, thereby reducing any catostrophic threats drastically (by over 85 percent compared to what America is now faced with.) Reprocessing is not the same tech, and has leftover waste that cannot be dealt with in a useful way but at least it greatly reduces the buildup, which the fast breeder "closed loop" technology Carter banned would have done away with altogether.
Russia now has at least reached the level America would have been to in approximately 1985 had Carter not banned the technology, which means Russia now has a free energy future, as well as a defacto guarantee they will never have a Fukushima style disaster, war or not. They have their first facility placed 650 feet underground to help it resist America's bunker buster bombs.
